Ken Chaisly, aged 65, who helps the committee organise the annual event, said: "It's all about England and audience participation."
Music will be performed by Smithills School Brass Band and Horwich-born classical guitarist, Neil Smith, who performed for the late Queen Mother.
While a Royal toast will open the event, a prom finale will close the show.
Although St George's Day falls on Wednesday, April 23, the concert will be held at Horwich RMI Club, Chorley New Road, on Saturday, April 26.
